European Employers’ Statement on Psychosocial Risks at Work
HOTREC has joined European employer organisations in a joint statement on psychosocial risks, stress and mental health at work, ahead of the European Parliament’s expected plenary vote on the own-initiative report on 5 October 2026.
The statement underlines employers’ recognition of the importance of protecting workers’ health, safety and mental well-being, while setting out their position on how psychosocial risks should be addressed within the EU occupational safety and health framework.
In particular, the signatories support clarifying that existing general workplace risk-assessment obligations cover both physical and psychosocial risks. They highlight the importance of effective implementation and enforcement of the existing framework, practical guidance and tools, exchange of good practices and strong social dialogue.
The statement also raises concerns about additional prescriptive requirements and administrative burdens, particularly for SMEs, and stresses the need for proportionate approaches that take account of different sectors, workplaces and national systems.
