International air travel to and from the United States recorded marginal growth in February 2026, with overall passenger volumes slightly exceeding pre-pandemic levels. However, the recovery remains uneven, as outbound U.S. travel continues to outperform inbound international visitation, and regional trends reveal shifting demand patterns.

International Air Travel Edges Higher

International air passenger traffic involving the United States totaled approximately 18.3 million enplanements in February 2026, according to data from the National Travel and Tourism Office. This represents a year-over-year increase of 0.2 percent and places total volumes at 106.1 percent of February 2019 levels. While the figures confirm that overall international air traffic has moved beyond pre-pandemic benchmarks, the pace of growth remains limited.

Inbound Recovery Lags Behind Outbound Demand

Travel patterns continue to diverge between U.S. citizens traveling abroad and international visitors arriving in the United States. Non-U.S. citizen arrivals declined by 3 percent year over year to 4 million passengers in February, reaching just 85.6 percent of pre-pandemic levels. This indicates that inbound international travel has yet to fully recover. Within this segment, overseas visitation showed modest improvement. Overseas arrivals reached 2.2 million, a 0.8 percent increase compared to the same month in 2025. Despite this gain, overseas visitor volumes remain below 2019 benchmarks, and year-to-date totals through February are down 1.9 percent compared to last year. In contrast, outbound travel by U.S. citizens continues to show stronger momentum. U.S. residents took approximately 5 million international trips by air in February 2026, marking a 1.5 percent year-over-year increase and exceeding February 2019 levels by more than 27 percent. This sustained outbound strength continues to shape overall international travel dynamics.

Regional Travel Patterns Show Mixed Performance

Travel volumes varied significantly across regions and key country markets. Mexico remained the largest international market for U.S. air travel, with 3.2 million passengers, reflecting a modest 0.8 percent increase. Canada followed with 2.2 million passengers, although volumes declined sharply by 9.7 percent compared to the previous year. The United Kingdom recorded 1.1 million passengers, down 1.7 percent, while the Dominican Republic posted a stronger growth of 4.8 percent, totaling 846,000 passengers. Japan stood out among major markets, with passenger volumes rising 9.6 percent to 814,000, indicating continued recovery in transpacific travel demand. At a regional level, Europe-U.S. travel reached 3.7 million passengers, a slight 0.7 percent year-over-year increase but still below pre-pandemic levels. South and Central America, along with the Caribbean, continued to outperform, with 5.3 million passengers, up 2.5 percent and significantly above 2019 levels. Asia-U.S. travel grew by 6.2 percent to 2.4 million passengers, though volumes remain more than 12 percent below February 2019.

Major Gateways Continue to Dominate Traffic

The concentration of international travel through key gateway airports remained consistent. New York’s JFK led all U.S. airports with 2.1 million international passengers, followed closely by Miami with 2 million. Los Angeles handled 1.6 million passengers, while San Francisco and Atlanta recorded 1.1 million and 1 million passengers, respectively. On the international side, London Heathrow and Cancun each processed approximately 1 million passengers traveling to and from the United States. Toronto Pearson followed with 883,000 passengers, while Mexico City and Seoul Incheon recorded 646,000 and 527,000 passengers, respectively.

Gradual Recovery Continues Amid Shifting Demand

February 2026 data underscores a continued, though uneven, recovery in international air travel. While total passenger volumes have surpassed pre-pandemic levels, this growth is largely supported by strong outbound demand from U.S. travelers. Inbound international visitation, particularly from overseas markets, continues to rebuild at a slower pace. Regional performance highlights shifting travel patterns, with stronger growth in markets such as Japan and the Caribbean offsetting declines in Canada and parts of Europe. As global travel conditions evolve, these variations are likely to remain a defining feature of the international aviation landscape in the near term.
