Why More Ontario Bettors Are Sticking With Licensed Casinos in 2026, Canada Reviews

6 August 20265 Mins Read

Four years into Ontario’s regulated online gambling experiment, the numbers are finally telling a clear story. It’s not just that people are betting more — it’s that they’re doing it in the right place. New data shows the vast majority of Ontario players have moved away from offshore, unregulated sites and settled into the licensed market the province built back in 2022. For Toronto residents who bet online, or are just curious about the space, that shift says something worth paying attention to.

Ontario’s iGaming Market Just Had Its Biggest Quarter Yet

Record Handle and Revenue

The first quarter of 2026 was the strongest on record for Ontario’s regulated market, with operators processing roughly $27.8 billion in total wagers and generating $1.13 billion in revenue. Online casino games, rather than sports betting, drove most of that — accounting for about 82% of operator revenue in the quarter, even as sports betting handle slipped slightly. That’s a notable change from the market’s early days, when sportsbooks got most of the attention.

More Operators Than Ever

Growth on the demand side has come with growth on the supply side. Ontario now has somewhere north of 80 licensed websites run by around 50 operators, up from the 31 sites and 18 operators that launched the market in mid-2022. Some early brands have exited or rebranded, and a handful of new entrants — including major sportsbook names — have picked up licenses this year, so the roster keeps shifting.

The Real Story: Where Players Are Actually Betting

The Channelization Numbers

The more interesting figure isn’t revenue — it’s channelization, the share of players actually using licensed sites instead of unregulated ones. A year-four Ipsos study commissioned by
iGaming Ontario found that 91.1% of Ontario online gamblers are now playing on regulated sites, up from 83.7% a year earlier. Only 8.9% of respondents said they bet exclusively on unregulated platforms, down from 16.3%. That’s a meaningful swing in just twelve months, and it suggests the regulated market has crossed some kind of trust threshold with players.

What Changed Since 2022

When Ontario launched its market, plenty of players stuck with the offshore sites they already knew. Four years of enforcement against unlicensed operators, plus a wider and more competitive field of legal options, seems to have closed that gap. It also doesn’t hurt that licensed sites are required to meet AGCO standards around data protection, responsible gambling tools, and advertising — things that simply don’t exist as guarantees on unregulated platforms.

What This Means If You’re Betting From Toronto

Picking a Licensed Site

With roughly 50 operators to choose from, it’s worth doing a bit of homework before signing up anywhere. Look for an active AGCO registration and an operating agreement with iGaming Ontario — both are public information. Among the newer entrants, LuckyCasino Ontario is one of the operators that landed in the province with that paperwork in order, part of the wave of licensed sites that has helped push the market’s channelization numbers up.

Brushing Up on the Rules

If you’re newer to all this, it’s worth getting the basics straight before you dive in — things like age requirements, what’s actually legal versus what still operates in a grey area, and how the province’s oversight works day to day. We’ve laid that out in more detail in our breakdown of Toronto’s casino laws, which is a good starting point if you’re not sure where the lines are.

Frequently Asked Questions

Is online gambling legal in Toronto and the rest of Ontario?

Yes. Ontario opened a regulated online gambling market in April 2022, overseen by the Alcohol and Gaming Commission of Ontario (AGCO) through its operating arm, iGaming Ontario.

How do I know if a casino site is actually licensed?

Licensed operators must be AGCO registrants with an executed operating agreement with iGaming Ontario. Most legitimate sites list their registration status, and iGaming Ontario publishes information on which operators are active in the market.

What’s channelization, and why does it matter?

Channelization measures how many players use the regulated market versus unregulated, offshore sites. A higher number means more players are protected by Ontario’s consumer safeguards rather than gambling on platforms with no local oversight.

Is sports betting or casino gaming bigger in Ontario right now?

Casino gaming has pulled ahead. In Q1 2026, online casino games accounted for about 82% of operator revenue, with sports betting handle actually declining slightly during the same period.

What age do you need to be to gamble online in Ontario?

You need to be 19 or older to bet on sports or play casino games online in Ontario, matching the province’s legal age for other forms of gambling.

The Bottom Line

Ontario’s online gambling market has moved past its early growing pains. Record wagering, a growing list of licensed operators, and a decisive shift of players toward the regulated space all point the same direction: this isn’t a niche experiment anymore, it’s the default way Ontarians gamble online. For anyone in Toronto weighing where to play, that shift makes the case for sticking with licensed sites more straightforward than ever.
