Bolstered carbon monoxide rules named after Regina boy now in effect

1 November 20261 Min Read

Saskatchewan regulations that bolster carbon monoxide monitoring are now in effect.

It’s called Henry’s Law, and was named after an 11-year-old Regina boy who was killed by carbon monoxide poisoning in his parents’ apartment a year ago.

The province says Henry Losco’s death pushed it to make regulatory changes.

The rules require carbon monoxide alarms to be installed in all suites in multi-unit residential buildings.

Previously, alarms only needed to be placed in areas around a building’s appliance, such as a furnace.

Eric Schmalz, the government relations minister, says municipalities will be able to enforce the law through inspections.

He says renters should ask their landlords to install carbon monoxide alarms if they don’t see one present in their suite.

Layne Jackson, Regina’s fire chief, has said a boiler malfunction caused the carbon monoxide leak that killed Losco in December 2025.

The boy’s parents, Sergio Losco and Marina Hills, have filed a lawsuit against the building’s property manager and the boiler company for alleged negligence.

The allegations have not been proven in court.
