Federal panel approves 250-foot Trump arch near Arlington Cemetery

Final design vote for Trump’s proposed 250-foot arch sparks fierce clash and lawsuits

A National Capital Planning Commission meeting turned contentious as D.C. Council Chairman Phil Mendelson and commission leaders clashed over the legality and purpose of President Donald Trump’s proposed 250-foot monument at Memorial Circle. Protesters gathered outside as the District, Virginia, and preservation groups continue legal battles arguing the administration bypassed environmental reviews and lacks required congressional approval.

WASHINGTON – A federal panel has approved President Donald Trump’s 250-foot triumphal arch near Arlington National Cemetery in an 8 to 4 vote, giving the green light to break ground.

The vote came after a planning meeting turned contentious as local officials and commission leaders clashed over the purpose and legality of the massive monument.

What we know:

The National Capital Planning Commission met to consider final design plans for the monument slated for Memorial Circle. The proposed design features a 250-foot arch adorned with gold statues and an eternal flame, which the administration envisions to honor America’s 250th anniversary.

Tensions surfaced at the start of the hearing between commission members. NCPC Chairman Mark Paoletta defended the project’s vision, saying the inscription “‘One nation under God’ perfectly captures the vision of great Americans going back to Andrew Jackson and Daniel Webster” and argued the arch “demonstrates what our nation cherishes the most.”

D.C. Council Chairman Phil Mendelson, who sits on the commission, openly questioned the necessity and intent of the structure.

“My point [is] not to argue, but to ask and understand what the purpose is of this arch?” Mendelson said.

Outside the meeting, demonstrators rallied near Memorial Circle to protest the monument. Critics and veterans groups argue that placing a towering triumphal arch adjacent to Arlington National Cemetery dishonors service members laid to rest on the hallowed grounds.

Thursday’s vote allows construction to begin within a day. However, it is unlikely to begin immediately. A judge set multiple notification deadlines before any work can start.

What we don’t know:

It is not yet known when a federal judge will rule on an emergency motion for a temporary restraining order seeking to block construction. While the court has not issued an injunction, the judge ordered the government to provide advance notice before starting any onsite work.

It also remains unclear how quickly the courts will address broader lawsuits challenging the administration’s authority, or whether legal battles could prevent ground from being broken even if the commission grants design approval.

The backstory:

The project faces multi-front legal opposition from regional leaders and preservationists. Lawsuits filed by the District of Columbia and Virginia argue that the administration lacks the legal authority to build the monument without explicit approval from Congress and unlawfully bypassed required environmental reviews. Regional officials have cited potential threats to air traffic safety, emergency vehicle response routes and a critical underground water main.

A separate suit brought by historians and military veterans contends the structure—slated to stand twice as tall as the Lincoln Memorial and cast shadows across Arlington National Cemetery—would cause irreparable harm to the historic landscape and disrupt viewsheds across the Potomac River.

The government previously filed a court notice indicating a construction contractor may mobilize nearby in anticipation of receiving required permits and approvals.
